Using Win7 64 Bit SP1... so it does NOT run on all Win7 yet I would guess.
If not, remember to have updated Microsoft Visual C++ Redistributable libraries. Both Bioshock games require these libraries to run properly. If you don't have them installed or updated, you may get this error.

On the other hand, be sure to have updated graphic driver.
I am constantly playing games that require those and all other games do run. But as long as there is no means to check what exactly the game requires there is no use in spending hours trying to install everything again to get the shit to run. If there is no update I will try to refund. I hate games that just crash...

Maybe you can look up which versions of the above (.NET VC Redist...) you have?

I have a GTX 1060 (6 GB) and an AMD Phenom II X6 running all other games fine, old and new....
Honestly I do not believe my soundcard or its drivers are the culprit (it never was since Win98 times I think).
I still believe it is due to any packets that need to be installed for the game in proper versions. I had trouble with Stellaris as it required certain updates and did not run without them. However since then I updated everything and even Stellaris gave more prcise error messages.
I could also imagine it tries to use somethig where a more recent version is already existing on the computer, but therefor you need to know WHAT it actually requires....
This is a problem that many games have. They don't tell you what libraries you need to properly run the game. Developers think that you have the computer up to date, specially the operating system. This may be true in Windows 10, as the updates are mandatory. But in Windows 7 or Windows 8, you can select when and what updates you want to install.

Nevertheless, be sure to have installed all the following Microsoft Visual C++ Redistributable libraries: 2005, 2008, 2010, 2012, 2013, and 2017. In addition, be sure to have installed both 32 and 64 bits versions.

The GOG standalone installer is supposed to install the MSVC libraries for you. In my case it installed:
- 2010 x86 10.0.40219
- 2012 x86 11.0.61030
- 2017 x86 14.14.26429

BS2 is a 32-bit app, so not sure why you're listing 64-bit libraries.

I also have .NET 4.7 (why do you have 2 versions installed?) and DX11.

Thank you, I have the same (x86 and x64) and as you are right with the installation mess I cleaned up the others a bit. No effect yet. I have two versions, because other games required that version............
Same problem here. I have installed all dependencies that I aware, and nothing. The game shows a splash screen then a blank window, and finally crash.
Well, I don't know if is the exact same problem, but in my case after a little research, it seems to be an odd dependency for Windows 7 and 8.
