I got to the guy in the robot suit and he's too hard so I'm starting over and now cell 4's lasers won't go away even if I power down all 4 monitors

You can't open it from that way. You can't really see very well, but there's a hole in the ground in that cell. You have to come up through the hole.

If you're talking about the big robot in the hallway just outside the cell block guard room, don't take it on! It's invincible but it is also deaf and has tunnel vision. Just run behind it down the hall, then duck into the doorway halfway down the hall. Wait for it to come back the other way, and it won't see you. Once it passes, run back out to the end of the hall.
