Hello , I am here to share my findings and what I did exactly to get this game to work on PCs
Using Windows 10 here, Nvidia 980ti. Reason for this is simply because I haven't found a comprehensive place that collects this information, and I would love to save folks the headache.
But this should work with pretty much anything now.
Compatibility mode is set to Windows Vista + Run as Administrator
Mods help, for some reason just dropping in d3d9.dll fixed most of my problems, so I would putting that in the game's install folder.

I found that just putting in the d3d9.dll file here solved most of my issues with the frame rate, the enb included is okay if you like a lot of bloom, but I wouldn't recommend it or just modify it to fit your preference.
Outside of that I did also use a widescreen hack https://pcgamingwiki.com/wiki/Beyond_Good_%26_Evil#Widescreen_resolution
I hope this works for all future buyers :)
The PC version is nice to have, and after making these changes, it works beautifully.
