I'm getting the DX9 error that has come up in this forum before, but I am unable to open the settings application to fix it without receiving this error message. I'm using Windows 7 x64, my video card is a Radeon HD 7700, and I have the latest drivers installed.

Did you already try running the game as administrator or setting the game's executable to compatibility mode for Windows XP SP3?
