I tried all options I could find. Disabling HW Vertex Processing works, but makes the game run at 10 - 20 FPS. Unplayable basicly. Disabling anti aliasing doesn't work either, nor does setting the .exe to Windows XP SP3 compatability mode.

I don't know what I can do. Anybody got a solution? :/

Okay I managed to fix it. None of the PcGamingWiki fixes worked, but setting the number of maximum prerendered frames in the nvidea control panel to 1 and disabling Tribble-Buffering in the BG&E Settings fixed the FPS problems.
This is how my settings menu looks now:

No flickering and perfect FPS. :)
Ingame Anti-Aliasing works fine aswell. Forcing it through the NVidea Control Panel did not work.

For my setup with a R9 290 it worked turning all compatibility things up. So all from the screenshot + tripple buffering and auitogen mipmap. My guess is that the mip mapping was the source of my flickering.

Sounds like the problems I'm having! First the horrible flashing and then when i put settings to lowest I get like 1-5 FPS.Thank you for the information, will try this out!
By fliskering do you happen to mean Z-buffer issues? I ended up playing through the entire game with those issues present.

This does work. But I also played the game in Windows XP Service Pack 2 compatibility mode without doing any of the above and the flickering stopped.
