I was running into this bug earlier today, but I figured out the cause and solution:

CAUSE: Running game under your normal non-admin account when you have admin required for installs etc

FIX: Running game as admin, the game is trying to access files when loading 2nd level and gets denied if you have 2 separate accounts and are not running with high enough permissions
