By that i mean if the DLC's and other stuff is the same[skins,most wanted missions,etc].

For the most part, yes.
I say mostly because the Steam release has had the patch which gives access to previous WBID-gated costumes and, as of this writing, the GOG release has not received that update. That being said, it is still possible to access those costumes through other methods (noted in other threads).
Every other piece of content is on parity with the other releases though, save for any console specific exclusives.
Though the game does not have achievements through GOG, if this is something that you hope for (I know it bothers some people, some don't mind it).

Costume wise it's a shame[2 skins missing] but i'll pick it up anyways when it is on sale or something.Thanks for your reply.
