The Scarecrow missions are PlayStation 4 exclusive and they are just 3 race tracks with a tank battle. I don't think anyone has modded that in the PC version yet, though the PlayStation exclusive content for Arkham Asylum and Arkham Origins got modded to PC already so I am not sure why the Scarecrow missions are not modded in yet.
The PS4 version also has three exclusive skins, two for Batman and one for the Batmobile. The Batman skins are 1960s Adam West and Justice League 3000. The Batmobile skin is the 1960s Batmobile, but it's just the main game's Batmobile with colors painted on it. Fortunately the Adam West skin can be modded to PC, though sadly looks like the Justice League 3000 and 1960s Batmobile skins haven't been modded to PC yet.
