I am playing vanilla (unmodded) Baldur's Gate 1 from GoG. I have the old CD version and I've never seen this bug before while playing that version.

It started with Winthrop in Candlekeep. I would click on him and my character would walk over to him, but nothing happens. I thought it was just a little bug with Winthrop so I kept going. Now I'm in Nashkel and I'm looking to sell some of my loot but I'm getting the same issue.

Is this a known bug? Is there a way to get them to speak with me without restarting the game?

Sounds like an install glitch, maybe you could backup your saves and reinstall? (Should install outside of "Program Files" if not already. If you installed there on Win7, your saves could be hiding in your user account instead of the BG save folder)
It sounds like a *very* common bug where an npc gets stuck and will not respond. Normally, just saving and reloading works to fix it. Sometimes I'll have to exit and restart the game.

Jidokwon was right. After the reinstallation it worked but then the bug presented itself again. Just saving, and reloading ironed out the bug and I was able to continue.
