Hickory: Vanilla un-modded BG1 does.

You're right. My bad. I know my game is like that, and I wrongly assumed it was like that in vanilla, since I don't use mods, only fixes. I must have it enabled by an installed fix. Need more coffee.

Fixes are mods. You are modifying the game so it doesn't work exactly as originally programmed.

I note that, even if I weren't adverse to the "fixing" of "exploits", I would still not want the -1 CON on resurrection. In fact, that is the sort of mechanic I would likely look for a way to mod out of the game, and I am pretty sure I wouldn't be the only one.

Tell that to the developers.

It must be BG1 fixpack or Dudley's spell revisions that implemented this. Personally I consider this rule should have been implemented in BG:EE, at least on core rules difficulty, but they made other useless modifications instead, like changing the UI for 100 times.

Yep, it's Dudley's fix:

04.12.04 Fixed SPPR504.SPL, DIALOG.TLK string 12326 Dialog Error

Raise Dead (SCRL63) [PHB]
Range description should be 30 yards; range should be 90.
Casting speed should be 10.
Added -1 permanent Constitution bonus effect.
Scroll should be cast at Level 10.

Actually, I personally consider this rule to be the sort of rule that was unimplemented on purpose, and therefore I think implementing it in BG:EE would have been a mistake. I put it in the same category as two other rules (that I can think of):
1. Stat-based limits on spells usable (basically this would make Imoen unable to use 9th level spells and Aerie unable to ever cast Heal, making her healing useless later on).
2. Racial level limits (this would make non-humans non-thieves useless in Throne of Bhaal)
