"Conservatively" modded BG1 but I was unable to put more than 2 points into a Weapon on character generation for a pure fighter. I've seen other threads mention this too.

That would be L9 for Grandmastery.

I was speaking about the benefits of taking 3 levels as a fighter. The character may only have 2 at creation, but unlike a sorcerer, pure or multiclass, they could exceed this as they level. Grand mastery is available to them.

Is this still true in the Enhanced Edition?

I note that, in Icewind Dale (original, don't think I tested it in the EE), a dual-class former fighter can't put more than 1 point into a weapon (but will still benefit from points put into that skill *before* dual classing).

Once you regain your fighter levels you can continue to put up to 5 pips in any given weapon. With 3 fighter levels you could reach 4 pips in a given weapon by BG:EE's end.

That's not true in Icewind Dale; former fighters can't put more than one star in a weapon even after regaining their fighter levels (though you do get to keep what you got from fighter levels and can still get the benefit).
