Running an AM5 Ryzen 7 7800X3D (Rafael) with an RX-6900XT, 32GB system ram (2x16) @ 6400/MT/s and BG3 runs buttery smooth @ 4k, IQ settings maxed, averaging well over 110 fps. Motherboard is an MSI 870 Tomahawk wi-fi (I don't use Wi-Fi, only wired.) This is the second AMD system I've run the game on--my first was an AM4 3900XT on a Gigabyte Aorus Master motherboard with the 6900XT, 32GB ram (4x8GB) bought in 2019--absolutely no problems there, either. I can run either the Vulkan version or the D3d11 version, but I'm partial to the D3d11 version. No stuttering, no freezing, etc. I want to stress.

Win 11 Build 26100.4770, Adrenalins 25.6.3--highly recommended, btw. Download drivers from the AMD site, of course. Your current driver seems a bit long in the tooth...;) That is the very first thing I'd fix. The current 25.6.3 drivers are, imo, the best drivers yet--and you want to use frame generation (Fluid Motion frames 2.1 + anti-Lag and any of the other driver-supported options in the AMD CPanel you might like, like Vsync OFF, etc.)

Secondly, make sure you have enough system ram to cover the game at the resolution you prefer. I think the sweet spot for AM5 is 32GBs. Oh, and DO NOT OVERCLOCK your CPU or your GPU, run everything at stock clocks. My system ram runs at the AMD profile Gskil supports for 6400 MT/s. Also, Be particular with any MODs you may be running.

For what it's worth, My last nVidia GPU I bought in 2001, and since the ATi R300 in 2002, I've owned nothing but ATI/AMD 3d cards in all the years since, and am a happy camper...;) I have no trouble with AMD GPUs, very pleased with them. I'll be picking up a 9700XT as soon as the prices come back to Earth! Also, if you check with the abundant reviews on the CPU and the AMD GPUs in BG3, you will not find problems as you mention them, so yours in not a common story, thankfully!
