I've been trying to find rudolf karpov for a few hours now and im starting to get frustraded. Where the hell is he? I've attached the quest in a picture.

Well in order to have gotten this quest in the first place, you must have retrieved his "dream diary" from the apartment in Krasno (I believe it's on the edge in the centre - in the second part of Krasno, the same part that contains the main square - next to the hospital). He's lying in bed right next to where you picked up this diary.
