OK, I'm trying to compile an official list, (a work in progress) so here goes:
Part 1: Woman I was able to hook up with (playing as male).
Dunya, an old farmer's daughter turned runaway bride (found hiding out at the abandoned factory run by Dan) She and her spouse Sasha are guarding one of the side gate entrances of the factory. Dunya will have sex with you if you're attentive to detail when you first meet, realizing she's a girl incognito, but you need to have a Personality level of 10. Afterwards, she doesn't want to mention it again. Later, she her husband flee the uprising at the factory and wind up taking up residence right next door to the player's bunker in Red Fighter. When approached, she again will state that she doesn't want any further romance to continue between her and the player.
Zhanna, the nurse receptionist in the hospital of Krasnoznamenny. She takes you into a back room to do the deed. Thereafter, she greets the player amicably with no further hint of wanting to further the relationship. After some time has passed though, if the player didn't use a condom, she will start to complain about nausea and wanting to eat pickled cucumbers, implying pregnancy.
Betroota, the daughter of farmers in Spring Maiden Farm
Agafya Arkanova, circus performer (tightrope walker) found at the circus, who the player can convince to perform in a porn video shoot, that the player can also participate in.
Praskovia Pie, circus performer (wasp controller) found at the circus, who the player can convince to perform in a porn video shoot, that the player can also participate in.
Borislava, a city guardsman's bored wife, found in a shack immediately to the right of the Mycelium building in Krasnoznamenny. IIRC, there is suggestion of a tavern, but one needs to have liquor on them. My Personality and Strength was 9/10 at the time, and I didn't use a condom. After doing the deed, she sends the player on a quest to the local hotel across town, where the player retrieves her bra, evidence of her frequent strumpetry. After receipt of her 'evidence' she no longer wants to have anything to do with the player, lamenting "I'm begging you, don't come here anymore... What happened... I'll never allow myself to do it again!"
Electra (aka Ella), the biologic daughter of Bronislav at the Safe Journey Farm, wants to 'do bad things' and asks the player to bring smokes and booze. I was stumped by this as I had repeatedly bought liquor and tobacco to no avail. But later, I bought pot (marijuana joints) and beer, and she then offered to meet me behind the old derelict truck after midnight. Note, I read somewhere that this is a one shot deal. If the player doesn't show up, the encounter is not offered a second time. Also, the types of noises made are not the same as the sex noises of the other encounters, implying it was not sexual. I didn't have a condom either. Instead the player and her disappears into a dark haystack behind a tree and linger there for some time generating social noises. Thereafter, with her 'innocence' taken, the next time the player returns to Safe Journey Farm, there is a good bye note on her bed, telling her parents she's leaving. This sets up the murder suicide outcome of her parents, provided that her adopted sister Alyonka also departed.
Bella, prostitute on the boat brothel in Krasnoznamenny.
Ludka One & a Half, the mutant prostitute with three breasts, at the metro tunnel Looter Base in Dead City. Fidel warns you of syphilis, and even your dog seems to bark out 'gonorrhea' at the hooker. She offers safe sex ( with a condom) for 150 Rubles or bare back for 200 Rubles. If you take the, ahem... more expensive route, at the end of it, you're afflicted with 'Atomic Gonorrhea' (-2 endurance, -1 personality, -1 dexterity). You will also accumulate 30 points Toxic damage. Ludka advises you to go see the Stalker Camp Doctor who can fix you back up for four bottles of Pre-War Vodka (2 as payment up front, 1 for use as disinfectant, 1 for use as anesthetic during treatment). The whole procedure seems to be as painful as a urethral swab (large dry Q-Tip into your pee hole to obtain a sample). Moral of all this of course, is safe sex is the way to go.
Part 2. Women who I wanted to hook up with but not offered:
Dana, the Goat Cult woman who only appears at night in the hotel of Fogelevka.
Alina, the daughter of the castle owner in the Mountain Pass of Woes. Some people have said it was possible, but so far I have not been able to.
Sarah, the Fortune Teller in the outer town of Krasnoznamenny. Even accomplishing her task of ridding the competition and purchasing as many fortune telling 'sessions' as I could, didn't offer any hint of carnal opportunity with her.
Gyulchatai, the slave girl that the player frees from slavers. Given that there's already the power dynamic of master slave in the scenario, I find that really unfathomable that the player isn't being offered the ability to have sex with her. Maybe it would be too akin to rape themes, but given the fact that the player is traveling the world killing people, I'm a bit perplexed at the inability of the devs to allow this. Moreover, after freeing her and getting her a job at Fidel's bar, and then later a job and home in the player's own kitchen, you would think that she becomes so thankful to the player that she should be all over him.
Alyonka, the guardian adopted elder daughter of Safe Journey Farm.
Katya, the sister of the bartender in Otradnoye (she is also the illegitimate daughter of the mayor, Comrade Kovalev). At one point after helping her win the election, you say some romantically suggestive words to her but she brushes you off, saying maybe later, as she needed to run the town first.
Ludmilla, found at the Filling Station Fortress, one of the assassins that the strategist has the player recruit to hit a rival gang who are planning to raid Otradnoye.
Preslava Garkushkina, daughter of Dushan, a farmer in Fogelevka.
Glasha, daughter of Konstantin, a farmer (and reformed assassin previously known as Kostya the Yob) also in Fogelevka.
Yana, the cheating wife of Bronislav at the Safe Journey Farm. She has the player bring her some drugs but doesn't offer any romance in return.
Agatha, at the Looter base camp, who gives you the quest to find her boyfriend Maksim.
Random slave girl from the slaver attack encounters. Why not? If one plays as an evil character, I suppose one gang of criminals can take the slaves of another gang and do with them what they will.
