You are probably right, but this is how it looks like when the game in played on modern systems, as you can see here.
Here is another video which confirms how common it is.
If you are using a modern version of Windows, try to run the game in compatibility mode for Windows 98 or Windows XP and check if the graphic glitch disappears.
