After attempting to install Arx Libertatis, I cannot seem to find any kind of executable that would actually start the game. I tried to verify my install, and it told me that "speech.pak" was missing, even though it does and is right there in the folder I installed the game to.

I'm completely stumped, if anyone knows what to do please let me know.

Just tried this myself with no issue.
Downloaded the offline installer from my account
Installed the game

Downloaded the Arx Libertatis Windows Binaries (had to force it to download as there's a false virus negative on the https://arx-libertatis.org site files [Bitdefender had no issue with it once downloaded, however])
Copied the zip's files into the Arx Fatalis install folder replacing files as necessary,

Ran Arx.exe.
Saw the "Arx Libertatis 1.2 "Mega Mega Mega" on the main title screen.
Started a new game.

that sounds like your Antivirus kicking in and removing the file from the folder and putting it into 'quarantine' - check your antivirus, see what its got in its 'vault'

Arx Libertatis is fine, lots of older update mods like this can trigger false positives in antivirus.
