I love action, and Arcanum: Magic Obscura offered action right off the bat, near the blimp were boars, various critters and on the pathway from the blimp were wolves, so the cave had additional critters. Even in the first village battles were aplenty, if you looked for fights.
The playable demo of the New Arcanum was all about text-based decisions, and skill checks / stat checks (if you are strong enough, smart enough...). And all of that was more like text-adventure, than RPG.
As for writing and story, a lot of games reveal their true potential at later stages, so I can't comment that done. But I was not disappointed with the bits I could observe so far.
