Is there a patch that would increase the resolution of Arcanum without changing other aspects of the game?
It seems that the most popular high resolution patch requires additional patches that change some textures and music.
What I'm looking for is simple "zoom out" tool, similar to how it works in Fallout 1 and 2, that leaves other elements of the game intact.

Did you even look at the page? The high resolution patch has always been stand alone and you can download it from the author's page linked above. Although I'd also highly recommend the unofficial patch, the vanilla game is full of game breaking bugs. You can follow the installation guide on Drog's website to get everything in order.
