I used to play the first one a lot, recognised some of the screenshot graphics on store page!

What gives that it isn't available in english though?

No, I don't think so.

To my knowledge only the 1st Anstoss game was released in UK.
The base game under the name "On the Ball: League Edition" or " On the Ball: The Football-Management-Simulation".
The add on was called " On the Ball: World Cup Edition ".
Developer: Ascon Software GmbH

The Ultimate Soccer manager series was created by Impressions Software Ltd.
History:
Ultimate Soccer Manager (1995) -> Der Meister
Ultimate Soccer Manager 2 (1996) -> DSF Fussball-Manager
Ultimate Soccer Manager 98 (1998) -> DSF Fussbal-Mmanager 98
Ultimate Soccer Manager Fan-Pack 98/99 (1999) -> DSF Fussball-Manager Fan-Pack 98/99

Ah ok, one of the screenshots of inside of an office looked very similar to USM 1, but looking at it more closely it is a bit different.
