snkboarder: I can't figure out how to train an operator for them. You can make a porter go into them and then it shows that a tavern, for instance, is staffed by a landlord, but it doesn't provide any benefits and the porter eventually leaves.
Where do you get landlords, policeman, and newsmakers from?

I read the game manual (not super useful) and no one else has asked this question anywhere on the internet. So what am I missing? You can't train them at the school and regular people won't go in.
