I recently had a "Bootstapper Error" preventing the game from launching. My solution turned out to be open the Planetfall directory in Windows Explore, double click on the .exe and run it from there. This bypasses the Paradox launcher and runs the game as normal.

if you R/click the exe you can copy it to the desktop and run it from there in future.

BTW - Google also suggested checking any AV quarantines (mine were empty) but that may help instead in some cases.
