When you need to find a public speaker for the opening of the streetcar lines, you can go to the Venetian pool thing after a chat with Merrick's wife, and the golf course after a chat with Merrick's mom.
What's the point of the golf course? You can't talk to the guy golfing there, and you can take one of his golf tees, but other than that there's no point to it. All you seem to have to do is convince the guy by the pool and the chapter's over.
Is this some part of the game that was cut?
The tee will help you get a second opportunity at convincing Bryant to do the speech if you fail at first. It is a bit weird that you can get the tee if you don't end up needing it.
