Is this game basically Jagged Alliance but TPP?

Never played Jagged Alliance, but I played Jagged Alliance Back in Action which is third person. Its very much like the former, but Id say it has more tactical nuance and detail. Its a great game, it just crashes frequently. I mean for the price you really cant lose. I also installed the unofficial patch, which was a bitch to install if I indeed installed it correctly the instructions are lacking and the game is so old there really is no support for it. But its awesome fun when its working correctly and you ignore its limitations, i.e. dumb mechanics friendly fire comes to mind. A frag from a grenade will nick a civilian and the whole city turns on you.
