I agree with the reviews that highlight the screen tearing. It makes the game unplayable, and the frame rate itself must be running at 10fps. I really can't recommend this at all. Testing compatibility mode and other settings does nothing to improve the performance. It's pretty clear that minimal time was spent on playtesting this thing. The problem is that it is a shoddy port, of another port that was on the original Playstation. Somewhere through the filter, they forgot quality assurance. I'm an avid Street Fighter player, and am very much part of the FGC. Alpha 2 deserves better, as some even consider it the best Alpha game. I, for one, am open to playing a scaled down port of the original arcade, but even when considering it a port of the Playstation game, it does not do it justice. If you're looking to play Alpha 2 on the PC, then the 30th Anniversary on Steam might be your best bet. If you want your games to be DRM free, then consider getting a physical copy on one of the consoles.
