Many of the reported issues appear to stem from missing one of the installation steps outlined below. While we work on improving the installation experience, please ensure you follow all the steps carefully.

Fallout London is a total conversion mod made by Team FOLON® for Fallout 4 GOTY and requires you to own the base game on either GOG or Steam.
How to install and play Fallout London:
If you own Fallout 4: Game of the Year Edition on Steam, please click here to access the installation's instructions provided by Team FOLON®. You will have to downgrade your version, then install the Fallout: London via our dedicated launcher.If you own Fallout 4: Game of the Year Edition on GOG, since our version is directly compatible with Fallout: London, you will only have to follow these easy steps:
- Install the English version of Fallout 4: GOTY Edition via GOG GALAXY and disable your cloud saves.
- Get Fallout London in our store for free.
- Install Fallout London via GOG GALAXY and launch it.
- Follow the launcher’s instructions, and enjoy!
A Polite Disclaimer
In typical imperial British fashion, Fallout: London will take over your Fallout 4 installation. Installing Fallout: London will make irreversible changes to the default Fallout 4: GOTY Edition installation. You’ll also need to disable cloud saves (as the save folder is shared between the game and the mod). If you’d like to play the default Fallout 4: GOTY Edition again, you’ll need to uninstall the game and the mod, and then reinstall Fallout 4: GOTY Edition.

CUCKED GAME
YOU HAVE TO DOWNGRADE YOUR VERSION OF FALLOUT IF ITS UP TO DATE. HOW ASSANINE IS THAT? They said "we have to wait til the next gen version comes out before we release the game" then it comes out and they say we have to downgrade it. ON TOP of not being able to use our mods. I was under the impression this was going to be like Far Harbor like we jsut fast travel to the new zone? NOPE its like Enderal, a total coversion. So if you have a fully modded custom Fallout 4 ON STEAM the ONLY way to play this is YOU ARE REQUIRED TO RE-PURCHASE THIS ON GOG AND INSTALL ON A SEPERATE DRIVE, HAVE 2 VERSIONS OF FALLOUT 4, (#1.) UPDATED VERSION FOR CUSTOM MODDED GAME AND #2.) DOWNGRADED VERSION FOR FALLOUT:LONDON) Oh and I am from the Future I will warn you now, the developers have removed about 10% of the game because the Marxist Degenerates on Twitter, NexusMods and Reddit say theres not enough homosexual representation and that theirs too many YTs (not diverse enough).

It's basically a DLC
I got it as a giveaway, so in the end it's not much of a deal, I guess, but apparently you need Fallout 4 to play it. Nonetheless, I believe it should be marked as a DLC or something like that, to make clear this is a mod, not a full game.
