Hail Governor, your city awaits.
As a provincial governor charged with spreading the glory of Rome our mission is clear: build cities, foster trade and industry, make money. How you accomplish this is entirely up to you. Gain wealth and power, make a career out of pleasing the emperor, battle Barbarians and repel invaders, or concentrate on building the next Eternal City. Fail and you’ll end up as lunch for the lions. Prove your strength of mind and spirit and you just may be crowned Caesar!

Best city builder of its time!
Such a great strategy and military game. I can get lost in it for hours.

Good for old time's sake
In the city simulator this game isn't the best by far, some of it's mecanics (the infamous walkers) have to be bypassed with somehow hacks. In this line of games: pharaoh have improved mechanics and 'emperor' would nailed it. But this one is ROME themed and also one game I grew up playing, so for me: I don't care it's a perfect game.

Very nice game, with some minor flaws
I really enjoy most aspects of this computer game, even though I'm not a very accomplished city builder. It's a lot of fun starting up these cities for Caesar, and watching them take shape. So, not being very talented at city building, I of course start lot's of cities, abandon them, and start over. I have lot's of problems with Caesar 3 and walkers. I'm sure there are many who explore the game in to microscopic minutiae so they can exploit the faults of the game, However, not my thing. In a nutshell, I believe that is why this game is successful. You can play micro manager, or you can be a casual city builder for a few hours. Caesar 3 works perfectly on my Windows 7, 64 bit computer.
