I really liked it
Nice atmosphere and good gameplay, you will really know what totalitarian regime feels like. I don't think it is depressing since if you do it right you can actually save most od your residents.

Easy controls , hard decisions
Totalitarism in a box, atmosfere is depressing, as it should be, controls are simple, the cartoonish style gives impact, and right and wrong are a double edge knife when the government owns you, and everyone.

Fun... but for a short time.
Graphical interface is a little bit painful but the graphic atmosphere is very interesting. The story is rather pleasant even if it is a little depressing. I just regret that the game doesn't generate random situations. Moral choices are difficult but already daunting during the second game session. It's also a pity that the difficulty relates only on monetary compensation...

A well-crafted experience
I found the game-play fluid and enjoyable - Carl moves smoothly around the environment and there is a fun tension to breaking into a tenant's apartment to plant your cameras, while feverishly looking to make sure they are not on their way back home. The Papers Please inspiration is blatant, but the game wears it well. My mind really boggles at how Beholder 2 has a higher rating on GOG right now; between the two of them, this game has more charm and a better realized game world and offers more meaningful decisions to the player.

Fine
For me Beholder straddled the line between being great and mediocre, never leaning too far in either direction. I would hesitantly recommend it to people who are interested in the idea of what you are doing, but only while on sale. The ideas are solid and even though I went in ready to the government's bidding, I ended up getting tangled up with the people in my apartments and even caring about them by accident. Still, most of the game felt boring and at times I found myself just actively waiting for something to happen, only for a lackluster climax or even more waiting.
