Ya. that's what they are doing (sarcasm). Gotta love internet drama queens.

Wow, I had been called drama queen, I do loved it :)

Nah, seriously, I am hyped and happy with the game, but slightly annoyed with the release policy. Is that big deal? Not at all. But if they tell us originally that the final chunk would be ready to download at 00:01 the 17th, I think I can complain (softly, if you like) if they delay it until 7 (or 9) o'clock.
Not you specifically. You should see the rage on Facebook, because of the perceived delay. Those people need to get a life.
Don't know how true this is, so take it as a rumor + a grain of salt -- but I heard the reason the GoG time was delayed from it's earlier time was due to the publisher Namco-Bandai not wanting folks in the US who bought from GoG being able to play before people who bought the boxed copies and had to wait until activation.

For a start Namco Bandai aren't the US publishers, Atari are.
I would have thought that Premium Edition would encompass the Digital Premium Edition that you purchase from GoG?

My mistake. I put Namco-Bandai because they were the only ones I saw in all the videos and all I heard from the rumor mill was "Publisher"

Regardless of the reason, it was still pretty silly for them to say you could play earlier if you bought from GoG then change it with less than a week to go.
GOG versiion is not the last to activate. Steam version activates at 16:00 GMT, why? no idea
"When can I download The Witcher 2?
You can predownload the game now. You'll get almost the entire game and, on May 16 at 10:00 PM GMT, you will only need to download a tiny chunk of the installer and you're good to go. You can't possibly get your hands on The Witcher 2 faster anywhere else on the Internet. Of course you'll be able to redownload the game as many times as you like, should the need arise."
that's wrong it's may 17 7:00 am GMT now

No it isn't, it's the afternoon of the 16th.
