You can fix the speed up bug by typing bcdedit /set useplatformclock true in command windows in administrator mode. This worked for me with the steam version. Original article here.

The GOG version definitely still has the speed up bug but it does seem to run without stuttering and quite constant.

toxicTom: I've tried both vanilla and GotR. Didn't try the Powertools or this CMD fix, sounded a little adventurous for me.

vivalanwo: According to the FAQ the powertools make the game run better. I'm not entirely sure if the same is true of the CMD fix honestly.
Ok, tried powertools. No effect. Running through the city gives me 8-15 fps. And the next cutscenes means CTD. :-/

IronArcturus: I wish I could get the game to run at 30 FPS. I've found out that disabling the limiter still doesn't fix the slowdown issues and I know my computer should be fast enough to run it. I wish there was some other patch to fix this.

I tried to set the resolution to 720p and turned all graphic options off/lowest. No change.

i7-3820

16 gig ram

gtx 970

and some other bollocks.

The reason I asked about your CPU is that according to the PCGamingWiki:

"The speedup happens with CPUs that do not run at exactly 3.2Ghz frequency (the Xbox 360 cpu speed.)"

As the gamecard page states minimum and recommended specs as a dual core, I'd try changing the CPU core affinity of the game process (once it is running) to use up to two cores only and see how that works. There are ways of making that change within the exe itself, or launching it with a given core affinity, but as a test, just start the game up then bring up the Task Manager, find the SR2 process and change the core affinity to just the first two cores of your CPU.
Alright, so i bought the game started it up and... well, no problems actually, the menus are kinda weird to navigate with a keyboard but it's workable, no speedups or anything, there is however, the fps cap, how can i disable it? I tried deleting the sr.nip file but that did nothing. Can anyone help?

Yeah, I've read about the Xbox CPU clockspeed bug and it's really annoying. I've been trying different resolutions with SR2 and it seems to run a little bit better at 1440x900 in Fullscreen mode.

Are you sure you want to disable the 30 fps cap? GOG implemented it for a reason and it isn't considered a bug.

If you really do want to disable it, then one of the threads on here mentioned that the GOG version comes with an Nvidia Inspector program to force the 30 fps cap. Using this you can turn that cap off. However, you might then find that the game runs a little too fast, and have issues with physics and cutscenes.

korell: Yeah, that's because the game was designed to run at 30fps. When it runs faster it causes elements of the game to speed up and can break things like physics and some of the cutscenes. From what I've read on the forums, the GOG version comes with an Nvidia Inspector program that is limiting the game (or trying to limit it anyway) to 30fps. It can easily be disabled, though, but then you are likely to get speed up issues a lot more.

Yeah, I also have issues with running the game at a constant 30fps, since the game tends to drop to around 20fps when driving or scenes with more action in them, as I previously posted here. I have already sent in a support request and I'm waiting back to see if GOG support can help.

I also tried disabling Nvidia Inspector's modifications, but it appears to still be capped at 30fps (unless I did something wrong). I suppose I'll just reinstall the game to reenable the profile modification.

If you have an nVidia card, there is a way to disable the SR2 FPS limiter. Go back to the Nvidia Inspector, select the middle "profile" button, and then choose the Saints Row 2 profile at the top. Then you have to scroll all the way down to find "Frame Rate Limiter" and choose to Disable it.

However, when I tried this, I didn't notice that much improvement in SR2. I wish there was a patch to increase the FPS.
Hm. I started my old Steam copy to remember what the issues were, then I applied the Gentlemen of the Row mod which made the driving a little more smoothly so it's quite playable now. I didn't measure the FPS, but I didn't notice any terrible lag. The walking animations look a bit off though, sped up, and the seconds tick away just a tad too quickly, both just like in catpower1980's video. So it looks like GOG didn't work any wonders after all. :(

Just to make sure I understand you right: I should be using the "Restore to NVIDIA defaults" button, right? If so, I did that and it doesn't appear to be improving past 30 fps on my system.

Also, I decided to play around with it a bit more and I found that lowering the graphical settings to the "low setting" reduces the frame rate dropping down to around 24 fps minimum on a 1280x720 fullscreen resolution. Not that great, but I guess it works...
