jordanmcgrory: I'm glad to hear this version has gone down. Some of the issues render the thing very difficult to play. The camera is simply awful. The input is very shakey and not good at all for platforming tasks. I've resolved to just dig out the old playstation copies instead.
It is basically consoles platformers camera. Very few platformers have good camera (on any PS/Sega consoles). You get literally same camera on PS1. Not sure about Dreamcast, I doubt it have differerences. So whole 3d series known for its bad camera and controls.
In case if you get differences in camera/controls - that is your side issue (your system settings). That can be on console version too, depend on mod-chip (real console) or BIOS/region + settings (emulator). For any way you play this game, whatever platform, make sure there is proper FPS limit.
