I just reinstalled the client and rescaned my game folder. It's working now, but the client failed to update some of my games. (Fallout 2 for example.... O_o)
For anyone who have file system backups, I removed the 'C:\ProgramData\GOG.com\Galaxy' folder, uninstalled GOG Galaxy, then restored both the ProgramData the Program Files (Galaxy client) folders that seemed to work for the most part (lost Steam connection).

Mine was there..
This folder my be hidden by default! But you can access it with File Explorer buy copying full folder path into it
I did, i even looked at hidden files, but nothing.

I did, it's not here. But i reinstalled gog galaxy and not it works
After getting GOG Galaxy to work again by restoring files from backups, I hit "skip" when the update prompt came up.

Well, the client just auto-update at next launch anyhow, and back to broken again.

Dax.DS9: I've just renamed my storage folder. So all my games are not gone.

Galaxy Client opens a new storage folder after starting.

I'll wait till bugfix is out. Than I'll delete "new" storage folder and rename "old" one. So than all my games "should" be there again.

I got a "blob_storage" folder from 2019 there is nothing important.

Where is the folder?
Well, reinstalling fixed the error popping up and I can use the launcher again, but I'm having to "install" the games I had backed up, I guess to re-sync or register or otherwise connect them with the launcher or something. Bright side, I don't have to redownload everything and this only takes a few seconds per game.
After importing one drive folder it broke many mods. It appears to be working on my other drives now. We'll see

Same situation here. Pretty damn annoying bug, closing the hanging login window leaving invisible hanging processes is a nice touch :V

Definitive easy fast fix without reinstalling client or anything:
Delete the file C:\ProgramData\GOG.com\Galaxy\storage\galaxy-2.0.db

PLEASE NOTE this will require you to scan/import your locally installed games, Galaxy will take a while to load everything at next launch, blablabla. Basically your Galaxy gets partial amnesia from this, but it's fine and faster than reinstalling.

Some more interesting notes:

Digging in logs a little, does anyone else see anything about failing to load product configuration for product ID 1440151285 ?
If that sounds a bit meaningless for you, open up your last GalaxyClient.log file in C:\ProgramData\GOG.com\Galaxy\logs and ctrl-f something like "Critical exception during ClientCore task LoadProductsTask: Error Message"

If everyone is seeing the same productID, that would be pretty interesting and probably relevant information to get this humdinger fixed faster.

@ Whatever goglins are most likely reading this thread - 1440151285 is some internal ID I guess. Maybe try just installing whatever that game/DLC is for a repro? Error is consistently that ID for me and the ProductConfiguration for it is in fact missing

deusvult_1095: Same issue "Failed to load game database" after April update. Fixed by removing/deleting galaxy-2.0 database file from C:\ProgramData\GOG.com\Galaxy\storage folder (Win 10). Any input on why this error is happening ?
Had same issue and solved it also with deleting galaxy-2.0.db. But actual cause seemed to be missing records about some games in ProductConfiguration table. According to the logs. When I added entry for one game mentioned in error log, then at next attempt it logged another productId with missing ProductConfiguration.
