i have windows 10 but not launching how do i fix this?

So, you gave the game a bad review for not working properly and then you go to the (general discussion) forum to ask for help? Perhaps you might consider doing those things in the opposite order in future?

The forum for The Witcher 2 is here:

Start by giving some description of the problem. Are you using galaxy or classic installers. What happens exactly, any error messages, windows popping up anything? One thing which is always possible is your graphics card, is it powerful enough to run the game, onboard ones really don't cut it. There is also the support bar where you can submit for help.

Ah, galaxy. It does sync your hard drive located game saves with the server. Is it possible you have blocked it with a firewall, or your anti virus is blocking it? Sounds to me something like that. I don't use galaxy so can't really help there, but I would check that. Also there is another thread, in the witcher sub forum:
https://www.gog.com/forum/the_witcher_3_wild_hunt/cloud_save_sync
Which has some cloud syncing issues and where to report them, or use the support area to put your problem in to gog.
Or download the files directly from the website (under classic installers) and remove galaxy, this is my preferred method.

Oh, and to note you can turn syncing off, though you would have saves only locally then:

it is not the anti virus nothing popped up when i clicked on witcher 2 and i check bitdefender and nothing popped up. what do i do?
Maybe:

Anyways after that I am afraid it is support.

And do check the link to turn syncing off, if that fixes it then it narrows the problem down.

Disable cloud saves in Galaxy and try running the game. Otherwise click on more button instead of play. Select Manage installation - > Show folder and locate The Witcher launcher and run the game without Galaxy.

*Click on GOG logo located in the top-left corner of the client and select settings
