Call and electrician, I'd say there's something funny with your light fixtures.

Or you could post your problem in the actual witcher 3 sub-forum.

Happy_Store: Every time I'm outside in The Witcher 3 the lighting starts flashing. It gets dark and bright very quickly and is really annoying. But the problem only occurs when I'm outside. I don't have any problems when I'm inside a building. Only when I'm outside. I turned everything on Low and turned off all the settings and I'm still having this problem. Can someone please help me?
I had the same problem. I updated to the most recently released drivers (352.84), optimized game settings with GeForce Experience, and installed Witcher 3 patch 1.04, and now the flashing is completely gone. I'm guessing that it was the drivers that really did the trick.
