If the title is listed less than 10 years:
12 people involved, because of that kind of expensive -> most publishers did not care in the past (-> too expensive), but this obviously has changed today.

If the title is listed 10 years and more already:
3 people involved, less expensive -> most publishers give this a shot, financial risk is... smaller.

Since the BPjM found "Mortal Kombat X" not worth listing (everybody in game industry thought this title would get banned comepletely) and got a certificate, "Pain Killer" won't be a big problem.

It's theme is fantasy, many enemies are monsters, not at all realistic. See "Gears of War", "Duke Nukem 3D"... "Modern Warfare" has problems because of it's realism and gunplay. Many of GOGs blocked titles would be candidates for a delisting, even the banned ones as "Wolfenstein 3D" or "Mortal Kombat 1-3".

Unfortunately you need to involve judges and juries in those cases and those are VERY EXPENSIVE to fight. But IT IS WORTH it. We got "Friday the 13th 3+4" unbanned and soon both delisted, "Battle Royale" unbanned and delisted... times are great at the moment.

Why is the GOG version of Killing Time still regionally locked in germany? I can buy the Steam version here without problems:

It is still indexed in Germany.

So GOG does it "right", Steam does it "wrong".

GOG can sell whatever they want to German customers they are not affected by the youth protection law of Germany.

Also people think indexed means banned which is not true it means adults only with commercials and sales restrictions that make sure minors don't have access which only counts for German stores.

Again. Someone from germany (lawyer? BPjM?) contacted GOG and demanded locking many games, because they are indexed.

GOG did this. We don't like it. But It's GOGs store, so they can do, what they want.

"Killing Time" is still indexed. GOG does not want to sell index games to germans. Game is locked here.

End of story, as long as GOG is not able to enable a "adultstore", so they can sell them to adult germans only, nothing will change. We. Must. Live. With. That. Sorry.

Legal question: Which merchants are affected by the youth protection law of Germany?

I feel for you. And I'm scared to even think what''s going to happen if/when Russian courts get to GOG.

Here's how websites are banned in Russia:
random guy on wingnut welfare: omg I googled boobs and I saw sideboob in this picture! then i went and showed it to a child, so children can see it too!
homeschooled "expert": yeah i looked at it and got an erection so i certify it's porn!
regional court in an east siberian village which only gets GPRS internet on top of the tallest pine: verdict!!1! naughty porn website AWS banned statewide!

Ah, so that's what this fourth orange rating (14) was all about.

Yes, I wanted to be sure we had the ratings in place before The Unlockening happened :)
