I believe you are talking about gog connect. and I dont think they are going to put Witcher 3 anytime soon.

Gog connect is a gimmicky system which allows you to copy your license from steam to Gog. It is only available for a limited time, and for limited products where the publisher allows this to happen. Gog is not the publisher of any of the games here. You would need to redirect your question to cdproject red who are the makers and publisher of that game, though I would say that as w3 is still an expensive well selling product they are unlikely to do freebies for a while.

There is also the 'reclaim your game' programme: https://www.gog.com/reclaim but no Witchers there.

Never tried that forum so don't really know. I would guess as its a separate company they have their own systems.

Because that's a different site, so you need to make a new account.
Here's my answer: you're not going to get The Witcher 3 on GOG, unless you buy it. That game's too successful to be offered for free.
For the first two games it was used as a marketing gimmick to popularize GOG. TW3 retail boxes already shipped with GOG keys, so only people who wanted it on other services like Steam/Origin etc bought on those services. Thus imho they should learn to live with their choice. I chose GOG because that way all my money went to the devs and it's a great platform. You chose steam, live with it.
It's possible they may add it to Connect, or let you add it to your GOG account in the future. But as others have noted, it's still a very well selling title, so likely this won't be for a couple years if at all.

I love CD Projekt RED, but if they think I have to repurchase the game on GOG, they forget it.
