Probably the legal binding - the agreement said that everyone starts at the same time so it's, plus-minus the time at Valve. A little sad for people on east side of the globe, but... you can't make everyone happy at the same time, I quess. :)

Might be that since the site is in Japanese, they're reporting on where you can buy the Japanese-language version of the games (I assume those exist). Might very well be that the Japanese-language editions are region-locked to Japan while the English are locked to non-Japan (even GOG has region-locked games nowadays, and I don't know the status of Ys on GOG).

Don't hold me too this but I recall for one of our users from Japan say that Trails in the Sky(also from Falcom) that Japanese users had access to it here on GOG(I take that it was the Japanese language version since Falcom was listed as both Dev and publisher and not Xseed). So it's possible the same holds to the Ys games.

Falcom Games on Steam are published by XSEED and they can't provide the Japanese language.

Grargar: Falcom Games on Steam are published by XSEED and they can't provide the Japanese language.
They can't but Falcom can. Which is why from what I recall being said about Trails in the Sky was Falcom is listed as Dev and Publisher for those buying the game from Japan here on GOG. It maybe the same on Steam, not sure though.

Plus if I recall that post was mainly to hush up the weebos whining about how they couldn't have Japanese text and audio for the localized release, not a statement on if the Japanese version was available on the Japanese Steam store..
