Neither Metal Gear Solid, nor Metal Gear Solid 2: Substance include manuals.

The manual for the first game can be found here:

I haven't been able to find an English manual for the PC version of the sequel, but I did find an English manual for the Xbox version, as well as a Russian manual for the PC version.
