knight21century: I have been trying to play for 6 weeks at least Every thing on low and 10 plus fixes on you tube. Unplayable on keybord and mouse. Still laggy with xbox controller.

That is a VERY non-compatible system. You don't have enough power in your graphics in three ways:
- Your graphics card doesn't understand the concepts needed to present much of the data
- Your graphics card can't hold enough of the data at once to display it
- You graphics card isn't fast enough to retrieve or compute all of the data needed
You can check out the store page and look at the minimum specs. You can google those specs vs your specs to see if what you have is up to par.
If you have a console, that would be the most cost-effective way to play right now. Otherwise, you'll at a minimum need a much more powerful graphics card. Prices should go down roughly 50% next year on graphics cards (there's a world-wide memory shortage going on right now which has raised the prices of the cards by a lot).
You may also need to upgrade other aspects of your system in order to run it, too.
Edit: I just looked some things up. Your processor is technically too slow to meet minimum requirements. In my experience, you can usually still play below minimum specs on processors, but you won't have an always-fluid game.
Your graphics card isn't even powerful enough to run Witcher 2 properly. So that's definitely your bottleneck right now.
