Here, take a look at some of these games that were put on GOG before they got released on Steam (some of which were going through the GL process, but weren't/aren't approved yet), as well as some that are not on Steam at all (although they may have been found elsewhere, too), some of which are fairly recent releases:

Eador: Genesis (the only way people could get it on Steam was through a loophole sort of deal)

In the end, does it really matter? I doubt it. There's no point getting worked up about something that's ultimately so trivial.

pezhead53: GOG most likely thinks there's not much reason to bring Braid here by itself, since it's been available for so many years and has been DRM-free in several Humble Bundles, but they'll most likely release it a week or two before the Witness releases to drum up publicity.

...and on a completely unrelated note, a response on Facebook comfirms that Blackwell Epiphany, the final game in Wadjet Eye's Blackwell series, is coming to GOG! Not too surprising since the other four are here already, but still good news!
