1) if two people bid "Doc", and both bid "5", the lower tiebreaker goes first, or does it mean
2) if two people bid "5", they pick after the one person who bid "6", even though all 3 bid for different roles?
#2 is correct, if more than one person bid the same number as their primary then they went after someone who bid a unique primary number.

pick order would go:

6/1 "Bid Role A - got Role A"
5/1 "Bid Role B - got Role B"
5/2 "Bid Role B - got nothing"
