Western super-soldiers killing hordes of terrorists has kinda been the theme of every major modern FPS released in the last decade. The entire Call of Duty franchise is built on it.

Is it only controversial because they are actually using the name of a real life terrorist group?

On multiplayer games the community calls them that anyway, lol. Look at insurgency, the top downloaded/rated mod in the workshop is 'native language' for the insurgents and an 'allah akbar' scream as they throw grenades.

I know right, given their last game was about going on a killing spree I think something more provocative would be in order. A dystopian future where slutty Feminists rule the world and men are oppressed, one man takes up arms to kill as many women as possible and overthrow the feminist government. Reactions from the media would be better than the game.

That does seem to be their intention. This does seem to be the knuckle head dream come true kind of a game. Though it does look like it will be a boring ordeal, that will get its defenders just becayse its so non PC.
That would be even better, a Missile Command -style game where you need to sink as many immigrant boats before they reach the shore, too many get in and it's game over. - 11/10 IGN it's ok

First off I do think that using a real group's name in itself is controversial, secondly there was no refugee crisis going on back then. This game on the other hand even provides a scenario where ISIS is attacking in a manner similar to the one huge portions of refugees are arriving in. And frankly I'm pretty sure that the developers went absolutely intentionally for this analogy. I don't know about you but gunning down enemies inspired by the Taliban in exotic locations made me feel safe, this game seems to intentionally fuel fear.

It looks alright for the most part, but pretty much like Hatred I really don't see what the big deal is.
