(almost) lost for words....
There is only one word for this: sadness. And the only reason I can think of why they came up with this idea is that they probably didn't earn enough on the initial release.... which is even mor sad.

Tyranny: The Quest for More Money DLC!
This is BS. Why, oh why!? I enjoyed Tyranny far, far more than I anticipated. A large part of that enjoyment was derived from supporting a small publisher/developer who really created a great product that was worth far more than the asking price I paid.... but this?? This is just greed, no way around it. Any other half-decent human would simply make this free. Portaits impact 0% of gameplay, and really are just something pretty to see in the corner of the screen. 0/10 would buy, unless it came attached toa GOTY or something for free.

The most cynical DLC of all
Others have mentioned how it's ridiculous to charge $4 for a handful of character portraits when you could insert better ones yourself. However, that's not the worst part of this mess. It wasn't even made to have people buy it. It appears it was made to game Steam's recommendation algorithm and have Tyranny noted as "recently updated" at the same time as a Paradox sale was going on. They seem to have deliberately made the lowest of low-effort DLCs specifically for that reason, then tacked on a price tag that amounts to nothing more than a blatant cash-grab.
