Basically Theme Hospital 2
and done correctly. There is Theme Hospital GOG, but I recommend getting this game instead. The UI is very good. Room management(building, modifying) and staff management are done through 3 mouse buttons, and I have not found any inconveniences. This does not support a borderless window but has a resizable window. So, it can be maximized to fit on any resolution.
