First things first: You're comments are wrong in multiple points. One on the things to consider is, the game is very well capable of SVGA graphics and DosBox also supports it. In order to enable it you may have to edit the doxbox.conf file. However, the reason it defaults to VGA graphics instead of SVGA (Super VGA) is a simple one: The game is simply unplayable slow when emulated in SVGA mode. Even on a modern 4-core with 3.2 GHz and powerful graphic card the game only runs with 5 fps in SVGA mode, making it completely impossible to play. The reason for this is, that the game has to be emulated by the CPU and the CPU has to render everything. There is no usage of modern graphic cards etc. When ingame and the mail selection menu, you simply go to System > Visual Depth and change resolution to 640x480 pixel. But as I said it is unplayable. To the game: The game back then was top and it was really fun, especially once you get the nuke grenades and blow up half the city or robbing banks to fund your syndicate
