It's 3D Hotline Miami
Just what it says in the title. You're a force of nature cleaning up the seedy underworld of your city from the violent gangs that infest it. The controls are pretty straight-forward, there are a ton of weapons to try, a crazy amount of character customizations, and challenges for each stage. The game doesn't take itself or its story too seriously, except a little bit at the end where it tries to force some pathos on the player. The best advice is to go through the game once to unlock everything in the skill tree before trying any challenges, which are just there for fun/bragging rights.
