Harder than Frostpunk 1 by miles.
It's a lot more political x5 more complicated in everything. Tech. Relations. Weather. Buildings. Etc.

Disappointing and nothing like Frostpunk
So I went into this expecting Frostpunk 2 and instead got some oddball crossover of Cities Skylines/Anno/Paradox game mashup, none of the elements of which seems to work together. It's probably fine for what it is, but it's not what I wanted and nothing like the original game in anything but theme. If you are a fan of the "Keep track of 30 sliders and statistics" type of gameplay, with a mediocre tile placement game attached, this is probably the game for you. Also seems horribly optimized, graphics are unimpressive but it made my PC want to melt none the less. Not recommended.

I still can't load saved games
Before version 1.4.1_rc5, I was unable to load saved games without allowing the game full internet access. After version 1.4.1_rc5, I am once again unable to load saved games without allowing the game full internet access. Looks like something glitched; GOG updated my local copy and I can't load saved games anymore without allowing full internet connectivity to the game. Even going back to 1.4.1_rc5 I still see this. This game is one of those where you can spend many hours, and I'm not willing to either leave my power-hungry gaming rig idling for weeks as I can spend maybe an hour every couple to few days playing it. No thanks. I'm also not willing to allow full internet access to another piece of spyware. Why else would it need full internet access to be able to play the LOCAL campaign or scenarios? No thanks. I'll guess I will avoid 11bit in the future.

It is a sequel in every possible way
as many said and even as the game says itself, its not about a small settlement but a city-state you manage. its horribly grim dark, the authors know a lot about dystopian stories, history and poltitics and its well woven into the game.
