The World United Solidarity (WUS) has made life boring in the year 2050. No sex, no booze, not even candy cigarettes were allowed. The people were tired of being WUS-sies, they had enough of censorship on TV and on the internet. Enter the Chaos Overlords. Former crimelords and CEOs, these leaders decided to capitalize on the people by creating chaos - selling the populace all the drugs, high-caliber weaponry, and pornography they desired. The cities have become battlegrounds as the Chaos Overlords vie for power as they attempt to destroy each other.
You are a Chaos Overlord. The city lies vulnerable before you, waiting for all the chaos that you can bring. Wage a strategic war of influence on an 8x8 grid that represents city blocks. Hire gangs at the beginning of each turn and seize control of the city, block by bloody block. Research new items for your gangs to equip so they can dominate your enemies’ gangs in combat. It’s time to make some chaos, so go out there and kick some neck!

This is a game I played and replayed for endless hours. The gameplay is simplistic, but elegant. I don't remember any tutorial, but as you play (and get wrecked by the brutal AI) it's easy enough pick up the nuances as you go. Every gang has tons of character and the art is fun and weird and totally unique.
The multiplayer (I hope it's not still IPX?) is fantastic too, it plays sort of like a board game but the pacing gets to be a bit slow in the endgame. Think (utterly bizarre) e-mail chess rather than party game.
It's addicting and really doesn't lose anything through the probably thousands of games I played through.
When one makes a fresh install from GoG, the game simply doesn't launch, you gotta change its compatibility settings to disable fullscreen optimizations. Then run it as admin to save the settings to the registry. If you want to run it as fine as it used to on win xp, i suggest to use the last dxwnd version and check the gog board for hints
This is a game that you can understand and master. You can drop a game and pick it up. You can understand the rules and learn what does what.
It's a dark theme -- becoming the chief crimelord -- but the game mechanics (build / research / fight) are nicely balanced. AI options let you choose between builder (I play on Criminal level) or, as the screen shot says, Homicidal Maniac (a level I have not beaten)).
