Sometimes i buy games on sales or get them for free at giveaways. And then i like them so much that i want to pay full price for them. But i don't want to return them and pay again - this way i'll pay more for discounted games. So i want to be able to pay just a difference for already owned games.

If you want to give money to a dev,, there are methods like Patron which will make sure they get much more of the money. Paying more for a game on GoG means GoG get's more of your money too.

Also if you feel like giving money, there are many worthy charities to give money to.

And like others have mentioned, you can always just buy another copy of the game. You could also just wait till a sale ends. I don't see any use for a option to pay full price with so many other options around. Keep in mind programing something like this will require resources of GoG that could go to other things.
