Right now gifts are not sendable directly to the existing user and prices with world prices. I propose additional feature to gift the game to user, but with regional price of that user.
Main rule: game purchased that way can be activated only by recipent.

Example:
User A lives in UK. User B lives in Russia. And User A wants to gift the game to User B.
Currently:
A) User A adds game to cart and have to pay world price.
B) User A can send money to User B so he'll buy the game with regional price and get it a cheaper.
First one is proper gift, but not fair. Second is cheaper, but not the same as recieving the gift.
Proposal:
All the options above, plus:
C) User A adds game to cart and select User B as recipent. He'll get warning, that this game'll have regional price of User B but can be activated only by User B.
This option is basically same as B with less steps and retains the gift nature.

Similiar system:
Region locks in Steam. All games purchased in CIS is region locked and can be activated/played only in CIS. Bad thing about Steam regionlocks is that you can't gift games to friends outside of CIS because there's no option to pay world price.
