Deny online-only games that require a server not under control of the player.
Wouldn't a warning be better than refusal to publish? It should be a big obvious warning though.
it was done in games 2 decades ago... and even now, Steam has an entire page of games which support dedicated server tools.
So let players host their multiplayer games themselves
(and, NO, despite what one "dev" once claimed here, letting players set up multiplayer dedicated servers on THEIR side doesnt generate extra cost for networking infrastruture on devs side ! a bit like digital distribution didnt increase the cost of paskaging, storing and shipping games for the publishers and online DIGITAL stores !)
Right now, I see two games (advertised) on GOG that have this questionable property: Gremlins Inc. and Gwent (not on GOG (yet), but heavily advertised here nonetheless).
It's certainly troubling that we even have to make this request in the first place.

many devs nowadays want to male peeps believe that multiplayer networking mode can ONLY be achieved by this way, and this way only.
I was raised in a time when the multiplayer possibilities were way larger than their narrowed keyhole ! One game to mention as an example ?

new world computing is extinct now, and guess what, i could do a mp game a few years ago with a friend anyway !
publisher-servers only makes your game disposable, it wont survive your petty business, while great game with decent networking code shall keep living long after you devs/publishers are a ripple in the past
